CIVIL SOCIETY STATEMENT AT THE CLOSING OF THE ECOWAS (ECONOMIC COMMUNITY OF WEST AFRICAN STATES) MINISTERIAL CONFERENCE ON BIOTECHNOLOGY IN WEST AFRICAN AGRICULTURE

Statement of peasants' organisations, consumers' associations, the Mali Coalition for the Protection of Genetic Heritage and the Francophone African Coalition for the Protection of Genetic Heritage

Civil society groups have expressed their reservations about genetic modification (GM) among the tools of biotechnology and wish to inform the ECOWAS Ministers as well as African and international public opinion of the reasons underlying this position.

 

WE DENOUNCE AND WE REJECT:

 

1. the patenting of life, which comes with GM, because it dispossesses small-scale African producers and violates their economic and cultural rights

2. the absence of labelling of GM products, which violates consumers rights to information

3. the lack of any mechanism for traceability in our countries, which prevents us from identifying the source of any eventual problem brought on by GM

 

WE DEMAND:

 

4. the recognition of liability of producers/users of GM technology with regard to any damage to the environment or human health, in conformity with the Cartagena Protocol on Biosafety

5. that the adoption of any innovation using genetic modification be postponed in the long term (10 years) to allow different actors to build their capacities in terms of verifying the absence of risk from GMOs

These five recommendations were the subject of intense debate between civil society and experts both at the plenary session of the Ministerial Conference and in the working groups. However, they have been left out of the final report that is being officially submitted to the ECOWAS Ministers.

DECLARATION DE LA SOCIETE CIVILE SUITE A SA PARTICIPATION A LA CONFERENCE MINISTERIELLE DES PAYS DE L'ESPACE CEDEAO (COMMUNAUTE ECONOMIQUE DES ETATS DE L’AFRIQUE DE L’OUEST) SUR LA BIOTECHNOLOGIE.

Déclaration des Organisations Paysannes, Associations de consommateurs, Coalition pour la Protection du Patrimoine Génétique au Mali et en Afrique francophone

Nous tenons à préciser que la société civile a exprimé des réserves quant à la composante modification génétique de la biotechnologie et en informons les Ministres de la CEDEAO ainsi que l’opinion publique africaine et internationale de ce qui sous tend cette position.

 

NOUS DENONÇONS ET REJETONS :

 

1. le brevetage qui accompagne la technologie parce qu’il dépossède les petits producteurs africains et viole leurs droits économiques et culturels,

2. le manque d’étiquetage des produits dérivés de la biotechnologie qui est une violation du droit des consommateurs à l’information,

3. le manque de mécanisme de traçabilité dans nos pays qui ne permet pas de remonter aux causes des éventuels problèmes qu’engendreraient les technologies de modification génétique,

 

NOUS EXIGEONS :

 

4. la reconnaissance conformément au Protocole de Cartagena de la responsabilité du producteur / utilisateur de la technologie en cas de dommages causés à l’environnement et à l’homme,

5. l’adoption des innovations issues de la modification génétique doit être reportée dans le long terme (10 ans) pour permettre aux différents acteurs de renforcer leurs capacités en la matière et de vérifier la non nocivité des OGM

Ces cinq (5) recommandations qui ont donné lieu à des échanges de points de vue intenses tant en plénière que dans les travaux de groupe entre la Société Civile et les Experts ont été exclus du rapport final soumis aux Ministres de la CEDEAO.
