Seed Act 1988 Malawi (1988, in force) Malawi's seed legislation sets up a two-tiered system. Variety registration and seed certification are compulsory for hybrid maize, tobacco, and hybrid sunflower. For all other "prescribed" crops, seed certification and variety registration are voluntary, but the government sets minimum standards and requires official laboratory seed tests.
